Total housing starts rose to a 1.547 million annual rate from a 1.528 million pace in October, a 1.2 percent increase.
The dominant single-family segment, which accounts for more than three-fourths of new home construction, rose 0.4 percent for the month to a rate of 1.186 million.
For housing permits, total permits rose 6.2 percent to 1.639 million in November.
