Kansas City Southern (KSU) is likely to seriously consider Canadian National Railway's (CNI) rival bid, though the deal will likely be a "tougher sell" to the Surface Transporation board, the FT reported, citing a person close to KSU.The Surface Transportation board is the U.S. freight regulator that will need to approve any transaction.Kansas City Southern gained 15%, while Canadian National fell 6.4%. Canadian Pacific (CP) fell was largely unchanged.Earlier, Canadian National CEO said he had a brief phone call with Kansas City CEO.
