D.C. lawmakers are closing in on a modest deal that would overhaul the U.S. permitting process for energy projects as part of legislation to raise the debt ceiling and avoid a default, The Washington Post reported Thursday.
The emerging deal reportedly would ease the process of building the interstate transmission lines needed to carry clean electricity across the country, a top priority for Democrats.
According to the report , the deal also would make incremental changes to the National Environmental Policy Act, a 1970 law that requires the federal government to analyze the environmental impact of its proposed actions; Republicans have long blamed the law for long delays plaguing new highways, pipelines and other infrastructure projects.
The measure would not include more sweeping changes sought by some Democrats who have proposed giving the Federal Energy Regulatory Commission more authority over interstate transmission lines.
