In a CBB from a decade or so ago, I noted that at the commencement of WWII, President Roosevelt marshaled an agreement from the major warring parties to avoid the bombing of civilian targets. It was not long, however, before civilians living near military installations were considered unfortunate collateral damage. And so began the incremental abandonment of the principle of safeguarding innocent noncombatants. By the end of the war, there were no limits - nothing too outrageous or deplorable: population centers, viewed strategically as even more valuable than military targets, were under unrelenting brutal bombardment.
