On March 20th of this year, President Donald Trump signed an executive order to facilitate the transfer of federal authority over education in the United States to the individual states. Trump called on "U.S. Education Secretary Linda McMahon to 'take all necessary steps to facilitate the closure of the Department of Education and return authority over education to the States and local communities.'" Interestingly, "lawmakers passed the 10th Amendment to the Constitution ... This is the basis for making education a function of the states." That being said, the federal government has historically played a minor role in education. In fact, the federal government did not issue any major educational policies until the 1960s -- although its role has grown significantly since then. During that decade, several "key acts and policies that have shaped the education system in America" were passed (specifically in 1965), including the Elementary and Secondary Education Act ((ESEA)) and the Higher Education Act ((HEA)). ESEA helped give a boost to public education through federal funding, "which benefited schools with low-income students," while HEA primarily focused on higher ("post-secondary") education through financial aid and "other support to help students go to college."...
